Tsunamis are natural phenomena caused by earthquakes, which can't be forecast, but can be pinpointed quickly. So many people were caught by it because people aren't ready for sudden travel, are less likely to be watching the weather/news, and are most likely paying attention to their families on a day like Christmas morning
