During the Tokugawa Shogunate period, there was a surge of construction and the need for wood increased. The Japanese people saw the effects of these demands and strictly enforced policies to preserve their forests. Due to their strong sense of cooperation, they refined their management of secondary forests to meet the demands by planting Sugi and Hinoki plantations.
