How do i write a linear equation in slope intercept from for the following situation, through: -1,-1, perpendicular to y=-2/3x 4?

Hello:
the equation is : y = ax+b
the slope is a : a×(-2/3) = -1......( perpendicular to a line : y =( -2/3)x+4 with a slope of -2/3)
a = 3/2          y=(3/2)x+b
the line that passes through (-1, -1) : -1 = (3/2)(-1)+b
b = 1/2
 the equation is :  y  = (3/2)x+1/2
