2x + 3y = 6 => 3y = -2x + 6 => y = -2/3 x + 2 => slope is -2/3

Parallel lines has equal slope.
Required equation is (y - 3)/(x - (-2)) = -2/3 => (y - 3)/(x + 2) = -2/3 => 3(y - 3) = -2(x + 2) => 3y - 9 = -2x - 4 => 2x + 3y = 5
